This report therefore reiterates the fundamental, ancestral, identity-based, individual and collective rights that are specific to First Nations while presenting the vision, interests and priorities of the First Nations in Quebec with respect to early learning and child care. The recommendations it includes allow for:
• Defining the responsibilities of parents and community members regarding children;
• Guiding the First Nations organizations and leaders as well as the Chiefs in Assembly in their roles and responsibilities related to early learning and child care;
• Guiding interactions with the federal and provincial governments regarding rights, learning and child care for First Nations children.
