This report on effective governance has retained the initial project's objective of describing the choices available to First Nations - namely, governance by the law on the one hand, and governance law on the other - but the section of this report that concerns the model of effective governance now describes the collaborative development process in Phases I and II of the process, showing the evolution from the theory of governance to the development of an effective governance model.
